Understanding how Bill C-12 impacts refugee claims

The Government of Canada’s Bill C-12: Strengthening Canada's Immigration System and Borders Act became law on March 26, 2026.

The changes Bill C-12 makes to Canada’s refugee and immigration system affect refugee claimants and people thinking of making a refugee claim. There are now more limits on who can make a refugee claim, and people may need to apply to remain in Canada another way.

Understanding Bill C-12 can help community workers recognize issues early and connect clients to the right supports as soon as possible.

  • how Bill C-12 impacts refugee claimants and people who may make a refugee claim
  • how the government has begun applying Bill C-12
  • what a Pre-Removal Risk Assessment (PRRA) is and how to apply for one
